LOW CARBON FUEL STANDARD (LCFS) VERIFICATION SERVICES
The Low Carbon Fuel Standard (LCFS) aims to decrease the carbon intensity of California’s transportation fuel pool. The standard is also designed to reduce petroleum dependency and achieve air quality benefits by providing an increasing range of low-carbon and renewable alternatives. To achieve these objectives, support implementation and track effectiveness, the LCFS relies on data monitoring, reporting and verification.
Starting on January 1, 2020, the California Air Resources Board’s (CARB) amended the LCFS to mandate a third-party verification of ongoing carbon intensity calculations and documentation. The LCFS verification program provides confidence and reliability in reported data for stakeholders, market participants and the public.
Verification is performed by qualified and trained verifiers that meet certain specifications for education and experience. Boulay is an approved and accredited verifier for both quarterly and annual fuel reports, offering more than 10 years of experience in RIN attestations. Our firm has served more than 50 clients within the renewable fuels industries, including biofuels such as ethanol, biodiesel and renewable natural gas. LCFS VERIFICATION TIMELINE
- LCFS-regulated entity contacts Verifier
- Verifier completes the Conflict of Interest Evaluation
- March 31: First Fuel Pathway reports are due
- April – August: Lead Verifier visits the site
- Log of Issues is sent to producer for corrections, if any
- Independent review, report is drafted and finalized
- August 31: Verification Statements are due
Finding a Verification Body
- Make sure your verification body service is accredited
- Expect a detailed questionnaire to obtain a quote. You may be asked the following information:
- Number of pathways and facilities (facilities on separate reports)
- Defaults being used versus direct inputs
- Availability of data from feedstock or downstream parties
- Number of co-products and how you account for them
- Complete a Conflict of Interest Evaluation and obtain approval from CARB
